Otilia founded NOA, having extensive experience in the field of national and international taxation. Otilia ensures the development vision of the group and she is directly involved in projects of strategic importance for NOA’s clients.

She also worked as a local tax expert for the World Bank in projects that granted assistance to the Ministry of Finance and to the National Agency for Fiscal Administration.

She is a member of the Romanian Chamber of Tax Consultants and of the Romanian Chamber of Auditors and she holds an Advance Diploma in International Taxation issued by the Chartered Institute of Taxation. 

She also holds a Postgraduate Degree in Board Practice and Directorship from Henley Business School – University of Reading.

She holds a master’s degree in Business Law and is a graduate of the Faculty of Law – the University of Bucharest and a graduate of the Faculty of Marketing within the Bucharest Academy of Economic Studies.
